The Town of Herndon, Virginia, Department of Public Works is soliciting sealed bids for the Chestnut Grove Cemetery Development Project (Contract B-27-01). This lump sum contract involves the development of approximately 3.7 acres at 831 Dranesville Road, including clearing, grading, roadway construction, stormwater and drainage improvements, and landscaping. The completed project will accommodate approximately 2,500 burial sites. A critical priority is the construction of an initial burial area for at least 100 plots to ensure the cemetery remains operational during construction. The contractor is also responsible for the full design, engineering, and construction of three landscape material bins, requiring a Professional Engineer licensed in Virginia to sign and seal all structural calculations. The contract duration is 270 calendar days to substantial completion. Work cannot commence until the contractor receives a formal Notice to Proceed and the pending U.S. Army Corps of Engineers approval is obtained. Because the site is operational and subject to Virginia Department of Historic Resources requirements, the contractor must coordinate all ground-disturbing activities with a Town-provided archaeologist. Award will be granted to the lowest responsive and responsible bidder. Required security includes bid security and performance and payment bonds equal to 100 percent of the contract sum. Bids must be submitted via the procurement portal by December 10, 2026, at 11:00 am.

Department Name Organization Name ADVERTISEMENT FOR BID Project Title Contract No. B#27-01 Sealed bids are hereby solicited for construction of Project Title located in Herndon, Virginia. The work shall include the following: The Work generally consists of the clearing, grading, site development, stormwater and drainage improvements, roadway construction, landscaping, and related site improvements necessary for the development of approximately 3.7 acres at the northwest corner of Chestnut Grove Cemetery, located at 831 Dranesville Road. The completed improvements will accommodate approximately 2,500 burial sites, associated access roads, drainage and stormwater facilities, landscape improvements, and the design and construction of the three (3) Landscape Material Bins. The Contractor shall be solely responsible for providing the design, engineering, structural calculations, materials, labor, equipment, and construction necessary to complete the Landscape Material Bins in accordance with applicable codes, regulations, and the requirements of the authorities having jurisdiction. The design and all necessary structural calculations shall be prepared, signed, and sealed by a Professional Engineer licensed to practice in the Commonwealth of Virginia. The Contractor shall submit the design drawings, structural calculations, and other required documentation to the Town's Building Official for review and approval as part of the building permit application process. The Contractor shall obtain the required building permit and any other applicable approvals prior to commencing construction of the Landscape Material Bins. All costs associated with the design, engineering, structural calculations, preparation and submission of documents, permit applications, and related professional services shall be the responsibility of the Contractor and shall be included in the Contract Price. The Professional Engineer shall be retained and compensated directly by the Contractor. There is no permit application fee associated with this submission. The Work shall also include the construction of an initial burial area with capacity for at least 100 burial plots. This area shall be constructed as a priority following installation and stabilization of the required erosion and sediment control measures and completion of required tree clearing, allowing the Owner to maintain ongoing cemetery operations during construction. The Contractor shall provide any additional surveying needed to establish appropriate grades for the initial burial area and ensure compatibility with the other improvements at no additional cost to the Town. The Contractor shall furnish all labor, materials, equipment, supervision, temporary facilities, erosion and sediment control measures, coordination, restoration, and incidental Work necessary to complete the Project in accordance with the Contract Documents, including the Plans, Specifications, Geotechnical Report, applicable permits, codes, regulations, and requirements of authorities having jurisdiction. Because the cemetery will remain operational throughout construction, the Contractor shall coordinate and sequence the Work with the Owner to maintain safe access and minimize disruption to ongoing cemetery operations, including burials, visitors, cemetery staff, and other activities. All required approvals from the Virginia Department of Historic Resources (VDHR) for the Project have been received. The only remaining regulatory approval is from the U.S. Army Corps of Engineers (USACE), which remains pending. The Contractor shall not commence construction until USACE approval has been obtained, and the Owner has issued a formal Notice to Proceed. The Town will provide a professional archaeologist to be present on-site during all ground-disturbing activities to monitor the work and ensure compliance with VDHR requirements and applicable conditions of approval. The Contractor shall coordinate and schedule all ground-disturbing activities with the Town to ensure the archaeologist's availability. The Contractor shall account for this coordination requirement in its construction schedule and allow for any necessary adjustments to the work sequence. Based on information available to the Owner as of the date of advertisement, no additional design modifications or archaeological investigations are currently anticipated. However, the Owner does not guarantee the timing or conditions of the remaining USACE approval. The contractor is required to coordinate construction with the Town representative prior to the start of any work, so as to minimize impact on ongoing Town operations. The contractor's baseline schedule must account for long lead times, as extended durations of inactivity will not be acceptable. This is a lump sum contract. Contract length is 270 calendar days to the date of Substantial Completion.
