Chevron Products Company – Change in Throughput and TVP Limits for S-1296 (Air District Application 31458)

The Bay Area Air Quality Management District is issuing a Permit to Operate for an alteration to source S-1296, an external floating roof storage tank located at 841 Chevron Way in Richmond, California. The tank, which measures 160 feet in diameter and 48 feet in height with a volume of 160,310 barrels, stores materials including FCC Light, FCC Heavy, Light Poly, NHT Feed, GHT Product, and FCC Sidecut Gasoline. The primary objective of this action is to increase the annual throughput from 3.495 million barrels to 7.6 million barrels, while implementing a maximum daily throughput limit of 69,789 barrels. To ensure that these changes do not result in increased emissions, Chevron is decreasing the true vapor pressure of stored materials from 4.1 psia to 3.9 psia and is required to perform biweekly testing for this lower limit. This project is categorized as a ministerial action and is exempt from the California Environmental Quality Act under guidelines 15301 and 15268(a) because it involves no expansion of the existing tank structure and complies with objective regulatory standards, including Air District Regulation 2-1-233 and Regulation 8, Rules 1 and 5.
