The 50th Contracting Squadron at Schriever Air Force Base awarded a sole source contract to Colorado Professional Resources, LLC for support of the Cheyenne Mountain Training System. This award was made under an urgency exception in accordance with FAR regulations, citing unusual and compelling urgency that precluded full and open competition to avoid serious harm to the Government. The contract, identified by reference number FA2550-09-C-8003, was executed through contracting by negotiation and categorized under NAICS code 541511, which pertains to custom computer programming services. The notice specifies that this announcement is not a solicitation for competing proposals, and the decision to not compete rests solely with the Government. An ombudsman has been appointed to facilitate resolution of concerns related to the acquisition, ensuring confidentiality and acting as a resource for offerors and other interested parties. However, parties are expected to first address issues directly with the contracting officer before engaging the ombudsman. The ombudsman cannot make binding decisions and does not interfere with evaluation or selection processes. Contact information for the contracting officer, Capt Bryan D. Lamb, and the contract specialist, Janel M. Snyder, is provided for further inquiries, with the notice closing on November 21, 2008. The contract represents a total small business set-aside under FAR 19.5 and is governed by standard federal acquisition regulations to serve urgent operational requirements for the Department of Defense.

The 50th Contracting Squadron at Schriever AFB, Colorado hereby gives notice of a sole source contract award to Colorado Professional Resources, LLC. Notice was not made prior to contract award due to the exception found at FAR 5.202 (a)(2). In accordance with FAR 6.303 and 6.302-2, due to unusual and compelling urgency the 50th Contracting Squadron has placed a sole source contract award for Cheyenne Mountain Training System support. Full and open competition was precluded by this unusual and compelling urgency and any delay in award would have resulted in serious injury to the Government, as detailed in the attached Justification and Approval. A determination not to compete lies solely with the discretion of the Government. This announcement constitutes the only notice. The reference number is FA2550-09-C-8003. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen - AFSPC/A7K Address: Headquarters Air Force Space Command A7K, 150 Vandenberg Street / Suite 1105, Peterson AFB CO, 80914-4230 Phone #: (719) 554-5250 Fax #: (719) 554-5299 E-mail: a7k.wf@afspc.af.mil Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. Solicitation # USSF-CSO-FY26-2808A
The United States Space Force (USSF) Space Operational Contracting Headquarters has established a Master Commercial Solutions Opening (CSO) under solicitation number USSF-CSO-FY26-2808A to streamline the design, construction, repair, and alteration of base infrastructure. Authorized under 10 U.S.C. § 2808a, this framework utilizes Other Transaction (OT) authority, making all resulting agreements completely exempt from the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). The Master CSO serves as an umbrella solicitation, with specific project requirements published separately as Areas of Interest (AOIs). All awards must be structured as fixed-price agreements, including firm-fixed-price, fixed-price incentive, or fixed-price award fee structures, while cost-reimbursable agreements are strictly prohibited. The solicitation process employs a phased down-select method to minimize industry costs, consisting of a Phase 1 White Paper, a Phase 2 Oral Pitch, and a Phase 3 Full Commercial Proposal. Evaluation focuses on technical merit, constructability, schedule viability, and fair and reasonable commercial pricing. Selected partners must adhere to commercial industry building codes such as IBC and NEC, and may be required to comply with Unified Facilities Criteria (UFC) and Anti-Terrorism/Force Protection (AT/FP) standards. Payment is managed through a milestone-based system, where fixed-price payments are triggered only upon the verifiable completion of work that has passed inspection. Additionally, contractors must comply with Davis-Bacon Act wage rates and maintain specific insurance coverages, including Professional Liability for design-build projects of at least $2M.
