Chimney Rock Road at Franklin Creek Bridge Project, 300713/ED24-067

The Chimney Rock Road at Franklin Creek Restoration Project is a construction and environmental restoration initiative led by the County of San Luis Obispo Department of Public Works. Executed under Lake and Streambed Alteration Agreement EPIMS-SLO-54703-R4 and pursuant to Fish and Game Code section 1602, the project involves the construction of a new permanent bridge measuring 175 feet long by 28 feet wide across Franklin Creek. This new structure is intended to replace a temporary bridge that was installed during emergency works in 2023. The scope of work includes several critical stream-related activities such as temporary flow diversion, stream channel grading, the placement of rock slope protection and boulders, the removal of a temporary haul road, and the filling of a culvert. The project is located in northwest San Luis Obispo County, specifically at the intersection of Chimney Rock Road and Franklin Creek, approximately 14 miles northwest of Paso Robles and 2 miles south of Lake Nacimiento. The California Department of Fish and Wildlife (CDFW) serves as the Responsible Agency and has officially approved the project, determining that it will not have significant environmental effects within its jurisdiction. As a condition of this approval, the project must adhere to a Mitigated Negative Declaration, specific mitigation measures, and an adopted Mitigation Reporting or Monitoring Plan to ensure environmental compliance throughout the restoration process.
