FY26 Lab Consolidation for Coagulation CPRR EffortThe contract solicits a comprehensive Cost Per Reportable Result (CPRR) agreement to supply and support coagulation analyzers for multiple Military Treatment Facilities (MTFs) under the Defense Health Agency HCD West. Spanning one base year with four option years, the contract encompasses all aspects necessary for effective coagulation testing, including the provision of coagulation analyzer equipment, reagents, consumables, controls, peripherals such as printers and uninterrupted power supplies, and all parts needed to ensure proper instrument operation. The CPRR price covers every element required to generate a single patient reportable result, including dilution, repeat and confirmatory testing, as well as quality control and calibration per Clinical Laboratory Standards Institute guidelines. The contractor is responsible for delivery, installation, removal, preventive maintenance, repairs, and ensuring continuous, uninterrupted analyzer operation even in cases of interface failures with laboratory information systems or electronic health records. In addition to equipment and consumables, the contract requires comprehensive training for government personnel, offering user-level and advanced super-user training sessions at both the installation sites and contractor facilities, with contractor-borne travel expenses for the latter. The analyzers must be new, FDA-approved, and capable of seamless bidirectional interfacing with existing Department of Defense electronic health records and laboratory management systems. The scope also includes managing hazardous waste generated during testing and accommodating varying workload volumes, surge capacity, and volume adjustments at different MTFs. Detailed site-specific data informs equipment deployment, covering delivery schedules, physical requirements, power needs, and anticipated test volumes for various coagulation assays such as Prothrombin Time and Activated Partial Thromboplastin Time. The contractor is tasked with providing ongoing operational and technical support, monthly reporting, and ensuring overall performance quality throughout the contract term.

The National Institute of Standards and Technology (NIST) is conducting a combined sources sought and notice of intent to sole source for a Compact Mobile Closed-Cycle Cryostat designed to support advanced optical spectroscopy and electrical measurements, with a particular focus on applications relevant to quantum materials and semiconductor metrology under the CHIPS Act. NIST's Quantum Measurement Division requires a cryostat system featuring integrated optical capabilities, easy mobility, a water-cooled compressor separated from the experimental setup, fully automated temperature control capable of cooling to 5 K within 5 hours, and ultra-low vibration performance. The system must accommodate a cryogenic vacuum environment with a sample space diameter greater than 70 mm, temperature stability under 20 mK, and more than 30 electrical contacts. Additionally, it includes precise sample positioners with closed-loop piezo control and a specialized low-temperature apochromatic objective lens optimized for 532 nm excitation, featuring high magnification and precise Z-axis control. After extensive market research conducted from March to May 2026, NIST found that only Attocube Systems GMBH appears capable of meeting these stringent requirements. Consequently, if no alternative sources are identified, NIST intends to issue a sole source award to Attocube under FAR 12.102(b). Interested vendors are invited to respond by June 11, 2026, providing company information, capabilities related to the requirements, reseller authorizations if applicable, business size classification, and any concerns regarding the specifications or suggested improvements to encourage broader competition. This notice is strictly for informational purposes to assist market research and does not constitute a solicitation or promise of contract award. Questions can be submitted within five days of notice posting, and responses will be reviewed to inform future procurement actions.

***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a large sample stage cryostat. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Attocube Systems GMBH, Eglfinger Weg 2, Haar, 85540, Germany (UEI: GUM6Q15FDTG4) under the authority of FAR 12.102(b) The North American Industry Classification System (NAICS) code for this acquisition is 334516.

The National Institute of Standards and Technology (NIST) Quantum Measurement Division (QMD) in the Physical Measurement Laboratory (PML) develops novel spectroscopic measurement techniques to probe key physicochemical properties of low dimensional, advanced quantum materials that will enable future technologies to move past conventional digital computing. Determining the fundamental processes of quasiparticles and related charge migration and phase change phenomena are key aspects of work performed in QMD.

As part of the CHIPS Act, researchers from NIST are actively pursuing a comprehensive program in metrology research and development aimed at bolstering the U.S. semiconductor industry. A pivotal aspect of their strategic objectives is outlined in one of the seven Grand Challenges—specifically, Grand Challenge 1. This challenge focuses on enhancing metrology tools and measurement science dedicated to assessing the Purity, Properties, and Provenance of materials, which are critical for advancing the semiconductor sector.
