CHOH 326202 Repair Historic Potomac River Dams 4 a

The National Park Service is conducting market research via a Sources Sought Notice for a design-build project to repair Potomac Dams 4 and 5 at the Chesapeake and Ohio Canal National Historical Park. The primary objectives of the project are to mitigate dam safety concerns, address deferred maintenance, increase flood resilience, improve the operability of the Dam 4 hydroelectric plant, and restore American Eel habitat. The selected contractor will be responsible for the entire project lifecycle, including detailed design, analysis, regulatory permitting, and construction. Key physical works include the removal and replacement of concrete caps, repointing, grouting, installation of vertical anchors, replacement of spillway sluice gates, erosion control armoring, and the installation of an eel ladder. The government anticipates awarding a single Firm-Fixed-Price contract with an estimated performance period of 1,337 calendar days from award. All work must comply with Section 106 of the National Historic Preservation Act to maintain the dams' historic attributes, as well as local licensing and permitting requirements for Washington County, Maryland. Technical standards include USACE specifications for rock anchors and 2011 Maryland Standards for soil erosion and sediment control. Interested businesses must submit their company information and UEID by October 15, 2026, to help the agency determine if the solicitation will be set aside for small businesses or other socio-economic categories. A competitive Request for Proposal is expected around February 2027.
