Chp Buellton Area Office – Pipe Replacement Services

The California Highway Patrol (CHP) is soliciting bids for the complete removal and replacement of approximately 140 linear feet of main sewer line and associated branch lines at the Buellton Area Office. The scope of work involves saw cutting and trenching interior concrete floors, removing deteriorated cast iron and terracotta piping, and installing new 4-inch sewer piping using both trenching and trenchless methods. The contractor is responsible for repairing drywall and venting systems, installing a new exterior two-way cleanout, connecting to the municipal sewer, and fully restoring all disturbed concrete, asphalt, landscaping, flooring, and tile. Additionally, the contractor must provide one ADA-accessible and one standard portable restroom for the project duration. The contract is anticipated to run from September 1, 2026, through August 30, 2027, with a two-year warranty required for all labor and materials. Award will be based on the Low Price Technically Acceptable (LPTA) model, with bid adjustments of up to 5% available for Small Business, Microbusiness, Nonprofit Veteran Service Agency, and Disabled Veteran Business Enterprise (DVBE) certifications. All work must comply with the Uniform Building, Plumbing, and Electric codes. Personnel are subject to strict security requirements, including fingerprint-based background checks and driver's license verification, and must adhere to professional conduct and dress codes while on-site. Bids must be submitted as a single, hard-copy original package delivered by mail or hand to the CHP Business Services Section in Sacramento by the specified deadline; electronic submissions are strictly prohibited. Required documentation includes a comprehensive checklist of certifications, a bid form, and a non-collusion affidavit. Invoices are to be submitted manually to the CHP Facilities Section. The State retains sole authority for inspection and final acceptance of the work at the project site.
