CHP Inland Division Air Operations – Heating, Ventilating and Air Conditioning (HVAC) Maintenance Services

A qualified C-20 licensed contractor is required to provide comprehensive quarterly preventive maintenance services for all HVAC equipment at the California Highway Patrol Inland Division Air Operations facility located at 21605 Corwin Road, Apple Valley, CA, under a fixed-price contract term running from January 1, 2027, through December 31, 2029. The scope encompasses routine inspections, coil cleaning, refrigerant level checks, motor lubrication, and replacement of filters and belts for a variety of systems including Carrier units, swamp coolers, Reznor gas heaters, an ice maker, and an air compressor, all performed during standard business hours Monday through Friday and in accordance with manufacturer specifications and applicable codes such as the Uniform Building Code, National Electric Code, and Title 24. The contractor must furnish all labor, materials, tools, and supervision, hold current licensing and public works registration, and ensure all work is performed in a first-class, workman-like manner using only new materials. Access to the facility requires all personnel to undergo driver’s license and fingerprint-based background checks, wear company-logoed attire, avoid restricted behaviors on-site, and comply with strict protocols including daily sign-in/out, proper parking arrangements, secure equipment handling, and prohibition of firearms, drugs, or unauthorized use of state property. Environmental compliance is mandatory under SB 1383 and the Electronic Waste Recycling Act, and hazardous materials must be handled and disposed of per state regulations without storage on-site. The contract is awarded on a Low Price Technically Acceptable basis, with evaluation based solely on cost after applying allowable adjustments for Small Business, Microbusiness, Disabled Veteran Business Enterprise, and Nonprofit Veteran Service Agency preferences, with a combined cap of 10% or $100,000. Bidders must submit a sealed paper package containing mandatory forms including the Bid Form, DVBE declarations, subcontractor certifications, contractor certification clauses, conflict of interest statements, and payee data records, all signed in ink and delivered by hand, mail, or overnight courier to the Sacramento office; electronic submissions are prohibited. The State retains sole authority for inspection and acceptance, with nonconforming work to be corrected at the contractor’s expense. Payment processing is governed by STD 204 and STD 205 forms, and the contractor bears full responsibility for subcontractor compliance, payment, and performance, with no direct contractual relationship between CHP and subcontractors.
