AI Contract Overview
This contract requires a qualified contractor to provide comprehensive industrial and general cleaning services at the Central Heat and Power Plant (CHPP) located at Eielson Air Force Base, Alaska. The scope includes furnishing all labor, training, materials, equipment, supervision, and supplies necessary to perform hazardous cleaning work that involves exposure to combustible coal dust, heat, and other industrial hazards. The contractor must use specialized equipment such as explosion-proof vacuums, respirators, fall protection, scaffolding, and ensure OSHA General Industry Regulations (29 CFR 1910) compliance at all times, with certifications present for government review. The cleaning services encompass all vertical and horizontal surfaces of the plant — walls, floors, piping, ducts, generators, control panels, and structural elements — requiring the removal of heavy coal, ash dust, grease, and oil build-up beyond routine dusting. The contract is a firm-fixed-price arrangement structured with a base 12-month period starting July 1, 2026, followed by four consecutive 12-month option years, allowing performance extension up to a potential total of five and a half years. Performance is segmented into seven zones with a rotating 6-week cleaning cycle to ensure consistent coverage. Key deliverables include submitting a comprehensive Quality Control Plan prior to contract start, maintaining OSHA compliance verification, providing background checks and REAL ID-compliant rosters for all personnel, and adhering to strict safety and incident reporting protocols. Inspections and acceptance are performed by government representatives at Eielson AFB, with defect limits tightly controlled and corrective actions mandated to be executed within two hours of notification. The contract mandates federal compliance clauses related to labor standards, anti-trafficking, small business set-aside criteria, and restrictions against entities requiring certain confidentiality agreements. The award decision emphasizes technical capability and past performance as primary factors, with price considered only for those deemed acceptable in capability and performance confidence. Payment processing is exclusively via the Wide Area WorkFlow (WAWF) electronic system, with oversight provided through specified DoD accounting offices. Special contract requirements also include stringent security clearance and base access procedures, necessitating comprehensive background investigations and continual personnel roster updates to meet Air Force and Department of Defense standards.

The contractor shall provide all labor (including employee training), materials, equipment, supervision, and supplies as necessary to provide industrial and general cleaning services in the Central Heat and Power Plant (CHPP) at Eielson AFB. Due to the industrial nature of the required cleaning, there will be hazardous working conditions including combustible coal dust, heat exposure and heat exhaustion. Work shall require the use of equipment such as ladders, lifts, scaffolding, mops, explosion-proof vacuum, respirators, fall protection, etc. Must comply with all applicable 29 CFR 1910 OSHA General Industry Regulations. Provide certification and must be on site and available for review at all times. Services shall be performed on all vertical and horizontal surfaces in the plant including but not limited to all walls, floors, stairwells, structural beams, piping, ducts, generators, equipment, and control panels. The cleaning of all vertical and horizontal surfaces requires removing build-up of coal/ash dust particles, grease, oil, and goes well beyond normal dusting service.
