CHRISMAN ROAD RESURFACING Project Description Project Location: Chrisman Road: Interstate 580 to Durham Ferry Road; Linne Road to Valpico Road; 0.5 Miles South of Schulte Road to Eleventh Street. See attached Vicinity Map. Project Justification: Chrisman Road was constructed in 1926 with a 2-inch rock top and oiled surface over a 4-inch gravel base course. The road was resurfaced in 1984 with a 0.35-foot overlay and in 2000 with a 0.21-foot overlay from Schulte Road to Eleventh Street. The road was resurfaced in 1987 with a 0.25-foot overlay from Linne Road to Schulte Road. The road was resurfaced in 1998 with a 0.30-foot overlay and in 2016 with a Slurry Seal from Linne road to the City of Tracy limits. The road was resurfaced in 2002 with a 0.5-foot overlay from State Route 132 to Durham Ferry Road. The existing roadway has longitudinal, transverse, and block cracking. There is also major alligator cracking and rutting. Bridges 29C-220 and 29C-120 have major potholes that have been patched with Asphalt Concrete (AC). Scope of Work: The project will consist of: 1. Resurfacing roadway from Interstate 580 to Durham Ferry Road (32 feet wide) with 0.25 feet Hot Mix Asphalt (HMA) (Type A). 2. Resurfacing roadway from Linne Road to Valpico Road and 0.5 Miles South of Schulte Road to Eleventh Street (32 feet wide) with 0.17 feet HMA (Type A). 3. Repairing Pavement Structure failure areas with full depth 0.5 feet HMA (Type A). 4. Replenishing 4-foot-wide shoulder backing: 2 feet (8%) and 2 feet to conform. 5. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform. 6. Adjusting utility and monument frames and covers. 7. Replacing monument boxes. 8. Adjusting existing facilities to finished grade. 9. Constructing 8 feet HMA (Type A) driveways. 10. Grinding bridge decks for 29C-120 and 29C-220 at a depth of 1/8 inch into the concrete to remove existing AC wearing surface. Removing unsound concrete on bridge decks and patching with rapid setting concrete. Placing polyester concrete overlay with methacrylate binder at a depth of 1 inch on bridge decks. 11. Removing and replacing existing joint seal material at expansion joints on bridges. Environmental Setting: In these portions of the San Joaquin County, land usage varies from industrial to agricultural. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainsons Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainsons Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
