The Naval Surface Warfare Center Carderock Division is seeking to acquire Chroma Systems Solutions power equipment through a sole source, brand name procurement process. The contract is intended to support the Navy's testing and research activities, specifically for lithium-ion battery testing and related applications. The procurement is classified under NAICS code 335999, with a business size standard of 600 employees, and is designated as a total small business set-aside under FAR 19.5. The government plans to issue a firm fixed-price purchase order using Simplified Acquisition Procedures, with a response deadline of October 28, 2025, for interested vendors to submit quotes and capability statements. The justification for restricting competition to Chroma Systems Solutions is based on the proprietary rights, exclusive licensing, and technical compatibility of their equipment, which are critical for ensuring consistent, accurate, and reproducible test results. The documentation emphasizes that no valid alternatives exist that meet the technical and proprietary requirements, and that choosing other brands could lead to delays, increased costs, and potential risks to project integrity. The solicitation details specific equipment needs, including programmable DC power supplies and high-power electronic loads, with delivery expected within eight weeks of contract award. This procurement supports the Navy’s Battery Development Safety and Data Analytics programs, underscoring its importance for ongoing research and testing initiatives.
