ChyronHego Software Maintenance

THIS IS A NOTICE OF INTENT. The Broadcasting Board of Governors (BBG), Office of Contracts (OMS/C) located in Washington, D.C. intends to negotiate and award a non-competitive Indefinite Delivery Indefinite Quantity (IDIQ) contract to ChyronHego Corporation. The anticipated contract term base will be August 31, 2018 through August 30, 2019. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 304(a)(1) which is implemented in FAR Subpart 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements, full and open competition need to be provided for." The Office of Contracts (CON) at the BBG, plans to make an award to ChyronHego Corporation on a sole-source basis for software maintenance agreement and services. ChyronHego Corporation is the only known source able to provide the ChyonHego brand and is the sole provider of (Channel Box, Mosaic XL, Camio, Graffiti SDI, MediaMaker Server, MediaMaker Blade and Lyric-AVID plug-in software used for Television computer graphics playout software) due to its proprietary nature. Interested firms must submit a written response that demonstrates their ability to provide the ChyronHego brand software as required in the attached justification document. Interested firms must state how they would comply with the Government's requirements to include appropriate supporting documentation. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to the attention of Amber Gray, Contract Support Specialist, and e-mail: agray@bbg.gov. Telephone or faxed responses are NOT acceptable and will NOT be considered. No telephone responses of an interested firm's statements of interest, capability and pertinent experience will be accepted by the BBG. Any questions regarding this Notice of Intent shall be in writing and submitted to the Contract Specialist via e-mail. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. All writing expressions of interest shall specifically reference this Notice by its title and date of publication. This notice is not a RFQ, RFP, or an IFB.
