This solicitation, identified as N0060426Q4056, is a combined synopsis and solicitation for commercial services issued under FAR Part 12 and represents an other-than-full-and-open competition for the replacement and reconditioning of circuit breakers at the Naval Radio Transmitter Facility in Lualualei, Waianae, Hawaii. The requirement is sole-sourced under FAR 12.102 and aims to address faulty circuit breakers identified in CASREP 26006 through engineering services, new equipment supply, and labor for on-site installation. The work includes performing preventative maintenance and infrared scanning on two existing breakers, supplying two new Cutler-Hammer/Westinghouse DSII-632 breakers (3200AF/3000AT), and properly disposing of discontinued components. Performance is required from July 6, 2026, to July 5, 2027, with on-site activities needing coordination under a 14-day advance notice to building occupants and completion as quickly as possible. The contract will be awarded as a firm-fixed price purchase order with payment processed electronically through WAWF. All offers must be submitted via email to Liane Pekelo-Passmore by 10:00 a.m. HST on June 24, 2026, and must include a price for CLIN 0001, a point of contact with name and phone number, business size, and payment terms. Proposals exceeding ten pages will not be accepted via facsimile. To be eligible, offerors must be registered in SAM, determined responsible under FAR 9.1, and comply with the Service Contract Labor Standards as outlined in Wage Determination 2015-5689 Rev28, which mandates proper classification of unlisted labor categories, submission of conformance reports within 30 days, and employer responsibility for uniform costs. Quality control and inspection responsibilities rest entirely with the contractor, and submission of a quote constitutes acceptance of all Statement of Work requirements without exception. The Government will evaluate proposals based solely on price fairness and reasonableness, using historical data or independent estimates, and will determine award based on price and responsibility status, with no competitive evaluation anticipated.
