AI Contract Overview
This contract solicitation, identified as SPE7M1-26-U-4799, is for the supply of a circuit card assembly NSN 5998-01-705-8364, part number C574-0306, with an estimated quantity of 16 units under a simplified indefinite-delivery contract. Delivery is required within 252 days after award, with FOB destination terms, and the contract imposes a strict zero variance tolerance on quantity. The item is classified as an electrostatic discharge sensitive electronic device, mandating full compliance with MIL-PRF-81705 for ESD and EMI protective packaging, specifically requiring Type I barrier material for both protection types and, where applicable, Type III wrap. Contractors must use only qualified materials from manufacturers listed on QPL-81705 and employ an ANSI/ESD S20.20 compliant ESD control program with approved workstations per MIL-HDBK-773. All personnel handling the item must be trained in proper grounding and packaging procedures to prevent component damage. Preservation must follow method GX under MIL-STD-2073-1E, and mercury or mercury compounds are strictly prohibited in any packaging or preservation materials. Marking must adhere to MIL-STD-129 and include special code 39 to identify ESD sensitivity. The contractor must possess and maintain all four mandatory ESD capabilities without deviation, and any failure to comply renders the product nonconforming. Inspection and acceptance occur at the destination, and invoicing must be submitted electronically through Wide Area WorkFlow. The contract includes numerous Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement clauses covering cybersecurity safeguards per NIST SP 800-171, prohibitions on covered telecommunications equipment, whistleblower protections, hazardous material labeling, and maritime transportation rules requiring U.S.-flag vessels unless waived. The solicitation is issued under the Defense Logistics Agency, with Bryan Fair designated as the contracting officer, and offers are due by August 6, 2026, via the DIBBS portal. The contract operates under a maximum value of $350,000 and includes mandatory representations regarding small business status, unique entity identifiers, and disclosures related to prohibited equipment or services.
