This contract solicitation, issued under Emergency Acquisition Flexibilities by the Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania, seeks qualified suppliers for the manufacture of a Circuit Card Assembly—Microwave Monitor, identified by part number 6710334-1 and CAGE 53711, for integration into the Aegis Radar System. The requirement is strictly Firm-Fixed Price, with delivery FOB Origin and mandatory compliance with MIL-STD-130 for marking, MIL-STD-1686 for electrostatic discharge control, and MIL-I-45208 for quality inspection systems; ISO 9001 or ISO 9002 certification may be used in lieu of MIL-I-45208. All proposals must include unit and total pricing, lead time, CAGE codes, inspection location details, cost breakdowns with profit rate, and a minimum 90-day quote expiration. Only authorized distributors or manufacturers may respond, requiring official documentation proving authorization from the original equipment manufacturer. Contractors must also provide proof of prior government approval or demonstrated capability to meet specifications if not previously solicited. The solicitation emphasizes strict traceability, design control, and deviation management—any substitution or change to the item must be formally requested and approved through a coded change process, with deviations requiring full justification showing no impact on form, fit, or function. Quality records must be maintained for 365 days post-delivery, and the government reserves the right to inspect at any stage. Electronic submissions are required via Stephanie R. Perez’s official Navy email, and no hard copies will be accepted. The response deadline is August 3, 2026, with the contract awarded bilaterally upon contractor acceptance. The item is subject to stringent distribution controls under OPNAVINST 5510.1, with specific protocols for handling NOFORN and Official Use Only documents. The National Stock Number associated is 334419, and the NAICS code is 334419, indicating a business size limitation, with a maximum of 750 employees permitted. All applicable standards and drawings must be obtained directly from official DoD sources, and the contractor is responsible for developing any required master artwork as it is not provided by the government.
