Delivery is required within 144 days after award, FOB origin, with inspection and acceptance occurring at the destination. Strict compliance with Department of Defense packaging and handling standards is mandated, including MIL-STD-2073-1E for preservation and MIL-STD-129 for marking. The item is classified as electrostatic discharge sensitive, requiring adherence to MIL-PRF-81705 for ESD and EMI protective packaging, specifically Type I barrier material as defined under Method GX, sourced only from qualified manufacturers listed on QPL-81705. Contractors must maintain an ANSI/ESD S20.20-compliant ESD control program, operate approved ESD workstations per MIL-HDBK-773, and ensure all employees are trained in proper handling procedures. Special marking Code 39 must be applied to indicate ESD sensitivity, and Item Unique Identification per MIL-STD-130 is required. Mercury and mercury-containing compounds are completely prohibited in preservation, packaging, packing, and marking, with no exceptions allowed. The contract mandates full compliance with cybersecurity requirements under DFARS 252.204-7012 and NIST SP 800-171, prohibition of covered telecommunications equipment under DFARS 252.204-7018, and flow-down of these and other clauses such as hazard labeling and whistleblower rights notifications to all subcontractors. All proposals must be submitted via the DLA DIBBS portal by the specified deadline, and invoicing must be conducted electronically through Wide Area WorkFlow. The contractor is subject to performance tracking in the Supplier Performance Risk System, and compliance with all technical, safety, and procedural requirements is non-negotiable with no waivers permitted.
