This contract outlines the manufacture and delivery requirements for a Circuit Card Assembly under a fixed-price arrangement. It specifies that all materials must conform to the referenced design and part numbers, with strict adherence to marking standards per MIL-STD-130. Any changes in design, materials, or part numbers require prior written approval from the contracting officer unless classified as a Code 1 change, which pertains only to part number updates with identical parts. The contractor is responsible for inspection and quality assurance, maintaining thorough records, and ensuring compliance with contract requirements. Packaging and preservation must meet MIL-STD-2073 standards. Additionally, all contracts, purchase orders, and modifications are considered officially issued upon transmission via mail, fax, or electronic means, with electronic invoicing and reporting through the Defense Logistics Agency’s Wide Area Workflow mandated. The contract also emphasizes adherence to cybersecurity maturity requirements, supply chain security regulations, and incorporates specific federal acquisition notes including inspection at the source and acceptance criteria. Vendor communication protocols are established, recommending registration and communication through official government electronic systems such as Procurement Integrated Enterprise Environment (PIEE) and Navy Electronic Commerce Online (NECO). The contractor is required to supply authorized distributor proof if not the manufacturer and to provide necessary contact information for notifications related to contract updates. Change requests to production facilities have strict limitations and require a price reduction to cover administrative costs. Award evaluations will utilize Lowest Price Technically Acceptable (LPTA) criteria. The Department of Defense specifications and technical references needed for performance are accessible through designated DoD resources, ensuring standardized compliance across the supply chain.
