The item is classified as a critical application and must be packaged and marked in strict compliance with MIL-STD-2073-1E and MIL-STD-129, including special ESD marking code 39. ESD and EMI protection is mandatory using qualified materials per MIL-PRF-81705, with Type I converted bag barrier material required for both protections and Type III barrier material wrap if ESD-approved cushioning is not specified. All packaging materials must originate from manufacturers currently listed on QPL-81705, and handling must occur at approved field force protective workstations. Palletization must adhere to DLA Packaging Requirements for Procurement, and adequate cushioning must prevent damage to leads and terminals regardless of packaging code specifications. Manufacturers must maintain a quality system compliant with ISO 9001:2015 without tailoring and satisfy minimum inspection requirements aligned with SAE AS9003. Sampling and inspection follow MIL-STD-1916 or ASQ H1331, Table 1, with zero non-conformances required for acceptance unless otherwise stated, and critical, major, and minor attributes must be verified at levels VII, IV, and II with corresponding AQLs of 0.1, 1.0, and 4.0. Unspecified attributes are treated as major. The contract incorporates DLA’s Master List of Technical and Quality Requirements referenced by R and I numbers, and mandates adherence to cybersecurity requirements including CMMC Level 2 Self-Assessment and NIST SP 800-171 DOD Assessment, with deviations applied. Compliance with FAR clauses covering equal opportunity, combating trafficking, employment verification, hazardous materials, sustainable products, and changes is required, along with DFARS clauses on export control, hexavalent chromium, toxic material handling, and electronic payment submissions via WAWF.
