The Biometrics Operations Directorate is conducting a life-cycle refresh of its Cisco WebEx Server equipment under solicitation W15QKN-21-F-0591 to replace hardware that has reached or is approaching end-of-life status. This project involves implementing a scalable and secure on-premises Cisco Meeting Server solution to ensure the continued delivery of critical voice conferencing services. The upgrade is essential for maintaining compliance with Department of Defense requirements, including Risk Management Framework controls and Defense Information System Agency Security Technical Implementation Guides. This equipment is vital for providing 24/7 operational support to warfighters and interagency partners, enabling the near-real-time biometric identification of potential threats and opposing forces. Failure to refresh this technology would directly hinder the ability to submit data to the Automated Biometric Identification System, thereby impacting the identification of terrorists and persons of interest. The contract is managed by the Department of Defense through the W6QK Acc-Pica agency, with performance taking place in Clarksburg, West Virginia.

Biometrics Operations Directorate (BOD) is performing life-cycle refresh of its Cisco WebEx Server equipment that is at or near their End of Life (EOL). The requested Cisco Meeting Server (CMS) equipment is a scalable, secure, on-premises meetings solution that will allow the BOD to securely provide voice conferencing services which is critical to our capability, to coordinate with our higher headquarter and our mission partners. This life cycle refresh is required to support cybersecurity requirements, such as Defense Information System Agency (DISA) Security Technical Implementation Guides (STIGs), mandated Risk Management Framework (RMF) controls, and to meet Department of Defense (DOD) requirements. This equipment is critical to BOD's ability to provide 24/7 operational support to the warfighter and interagency partners to biometrically identify potential threats & provide biometric information on Opposing Forces and third country nationals in near-real time in order to effectively impede the adversary's ability to conceal their identity and intentions. Without the requested equipment, the BOD would not be able to provide the support detailed above and would have a significant direct impact to the warfighter because they would not be able submit to Automated Biometric Identification System (ABIS) and confirm the identity of potential terrorists or persons of interest to DoD.
