Cissna Pl Road Construction

The County of Riverside Transportation Department is undertaking the construction of 420 feet of Cissna Pl, extending from Borchard Rd to the end of the road in the Community of Lakeland Village. The project involves transforming the existing 26-foot wide dirt road into a paved roadway through grading, moisture conditioning, and the application of Hot Mix Asphalt concrete. Additional scope includes the installation of pavement markings, reflectors, and signage, as well as vegetation management involving the trimming of trees and bushes or stump removal. All improvements will be situated within the existing County Right-of-Way, eliminating the need for temporary construction easements. The project is identified under Work Order ZD5-0047C and Task Code Z1530, with administrative oversight provided by David Castro and Frances Segovia. Construction must adhere to the Caltrans 2018 Standard Plans and the County of Riverside Road Standards dated March 2, 2023. From a regulatory standpoint, the project is exempt from the California Environmental Quality Act under Section 15301(c) and must comply with the Western Riverside County MSHCP. Additionally, any vegetation removal occurring between February 1 and September 1 requires a preconstruction nesting survey to ensure compliance with the Migratory Bird Treaty Act.
