City Hall East Wing Renovation

The City Hall East Wing Renovation project in Sweet Home, Oregon, involves comprehensive modernization of approximately 3,200 square feet of the City Hall’s East Wing to prepare it for lease to the Community Services Consortium (CSC). This initiative supports the City's strategic objectives of facility modernization, community partnership enhancement, and workforce development by expanding vital social and workforce services in East Linn County. The renovation scope includes installation of new suspended accountable ceiling tile, interior wall construction with fire- and moisture-resistant gypsum board, replacement of windows and doors with operable tempered glass units, roofing modifications for bidder-designed mechanical equipment, new Solatube skylights, and installation of window blinds. The project also calls for upgrades in electrical and HVAC systems per bidder design, with requirements for smoke and seismic compliance, and improvements to accessibility including a new independent ADA-compliant entrance and ADA-designated parking spaces. The associated five-year lease agreement with CSC, effective from April 15, 2025, stipulates monthly rent of $2,500 complemented by in-kind services valued at $21,000 annually. The lease terms include provisions for maintenance, utilities, insurance, repairs, and compliance with laws, with neither assignment nor subletting permitted without the City’s consent. The lease can be terminated by either party with 60 days' notice or by CSC with 120 days’ notice in case of loss of programmatic funding. Insurance requirements mandate liability coverage of at least $1,000,000 and fire insurance including sprinkler leakage coverage. Upon lease termination, lessee responsibilities include restoring premises to a condition similar to lease commencement, excluding normal wear and tear. The overall project is situated within Oregon, managed under solicitation RFP-2026-03 issued by the Executive branch, with proposal submissions due by June 26, 2026.
