City Hall UPS Systems Modernization Project

The City of Santa Clarita is soliciting bids for the City Hall UPS Systems Modernization Project, which involves the turnkey replacement of two aging APC Symmetra LX 16kVA Uninterruptible Power Supply systems. The project covers the 2nd Floor Server Room as the base bid and the 3rd Floor Network/Telecommunications Room as an additive alternate. The objective is to implement modular, high-efficiency lithium-ion battery technology with a minimum 10-year design life and N+1 redundancy. A critical performance requirement is a minimum of 120 minutes of runtime at a full connected load of 5kVA, which must be verified through on-site load-bank testing. The physical footprint of the new units must not exceed the dimensions of the existing APC Symmetra LX frames, and lead-acid battery technology is explicitly prohibited. The engineer's estimate for the project is 200,000 dollars, and the contract will be awarded to the lowest responsive bidder. Qualified bidders must hold a C-10 license and submit their proposals via BidNet by October 1, 2026. Submission requirements include a notarized bid bond of at least 10 percent of the total bid value, a vendor questionnaire, a non-collusion affidavit, and a designation of subcontractors. The project is subject to California Labor Code prevailing wage requirements and monitoring by the Department of Industrial Relations. All work must adhere to the 2024 edition of the Standard Specifications for Public Works Construction (Greenbook). Awardees will be required to provide a Faithful Performance Bond, a Labor and Material Bond, and proof of insurance within ten working days of the award.
