City Landscaping Services

The City of Scotts Valley is soliciting proposals for a three-year landscape maintenance contract beginning September 1, 2026, with an option to extend for two additional years. The contractor will provide monthly routine maintenance for four city facilities, including the Scotts Valley Branch Library, Community Center, Senior Center, and Wastewater Treatment Plant, as well as approximately 24 landscaped street medians. The scope of work encompasses irrigation system inspection and repair, turf mowing and edging, shrub and tree pruning, comprehensive weed control, debris removal from storm drains, and the replacement of dead or declining vegetation. The selected contractor must furnish all labor, supervision, equipment, and materials, ensuring that all traffic control measures comply with Cal/OSHA regulations and the California Manual on Uniform Traffic Control Devices. Proposals must be submitted electronically via the OpenGov Procurement portal by September 4, 2026. Award decisions will be based on a points-based scoring system evaluating the firm's experience, qualifications of key personnel, project approach, and pricing to determine the most advantageous proposal for the City. The contract is governed by the City of Scotts Valley Standard Form Professional Services Agreement, which requires the contractor to maintain specific insurance and certify that there are no conflicts of interest. Payments will be issued based on itemized monthly invoices contingent upon satisfactory performance as determined by the City. Final approval of the contract requires execution by the City Manager.
