City of Barstow General Plan and Barstow International Gateway Project Draft Environmental Impact Report

The California Department of Fish and Wildlife has issued Incidental Take Permit No. 1927-ITP-2026-087-06 to BNSF Railway Company under Section 1927.3 of the Fish and Game Code. This permit supports the development of approximately 4,300 acres for the construction and operation of an integrated rail facility in Barstow, California. The project includes a 9-million-square-foot transload warehouse center, an intermodal yard, a block swap yard, and various rail, utility, and circulation improvements. Once operational, the facility will serve as a critical logistics hub for the direct transfer of freight containers from the Ports of Los Angeles and Long Beach. The site will facilitate the transloading of goods from international to domestic containers for nationwide distribution.
