City of Beacon Bicycle Master Plan

The City of Beacon is soliciting proposals from qualified planners to develop a Bicycle Master Plan, which will serve as a primary component of a broader pedestrian and bicycle plan. The scope of work includes conducting a network gap analysis of existing and planned bicycle and trail networks, reviewing traffic and safety data, and performing multi-stage public outreach with stakeholders such as the NYS Department of Transportation and Metro-North Railroad. The selected consultant will be responsible for delivering draft and final reports that include a connected citywide bicycle network map and specific facility type recommendations, all while adhering to the City's complete streets ordinance. Proposals are due by October 21, 2026, at 2:00 P.M. and must be submitted to City Administrator Benjamin Swanson. The contract will be awarded to the most qualified planner, with a preference for those holding American Institute of Certified Planners certification. Qualified respondents must be licensed planners, architects, or engineers in New York State with at least five years of relevant municipal experience. Compensation will be provided as a lump sum fee upon the completion of each project phase. The selected planner must maintain comprehensive insurance coverage, including Commercial General Liability, Professional Liability, and Comprehensive Automobile policies, with minimum limits of $1,000,000. The City of Beacon must be named as an additional insured on a primary and non-contributory basis. All materials developed during the project will remain the property of the City and are subject to the New York State Freedom of Information Law. The successful respondent is expected to execute the contract within 30 days of selection.
