WINTER PROTECTION BERM ASSEMBLY AND DISASSEMBLY City of Carpinteria – Public Works Department Location: Carpinteria City Beach, Carpinteria, California 93013 The City of Carpinteria is requesting quotes from qualified contractors for the annual assembly, maintenance/repair, and disassembly of the City’s Winter Protection Berm at Carpinteria City Beach. The selected contractor will be responsible for furnishing all labor, supervision, equipment, materials, transportation, and incidental work necessary to complete the Winter Protection Berm in accordance with the City's Winter Protection Berm Plan and Typical Section, applicable project requirements, and field conditions. The City's plan identifies an approximate berm length of 1,440 linear feet and an estimated quantity of approximately 15,200 cubic yards of sand material. The typical section is approximately 40 feet wide, with a typical elevation of approximately 16 feet above sea level. These dimensions and quantities are estimates only. The City's plan notes that the typical section may vary based on actual field conditions. Scope of Services The work is anticipated to include: Mobilization and demobilization of personnel and equipment. Assembly/construction of the Winter Protection Berm prior to the winter season. Placement, grading, shaping, and compaction/conditioning of sand material as necessary to construct the berm in accordance with the City's plan and field conditions. Disassembly/removal of the Winter Protection Berm following the winter season. Restoration of the beach area following disassembly to the extent required by the City. Emergency equipment staging, mobilization, or as-needed berm repair following storm events or other conditions, at the contractor's quoted daily rate. Coordination with City Public Works staff regarding scheduling, access, field conditions, and work limits. Compliance with all applicable federal, State, and local laws, regulations, permits, and requirements applicable to the work. The contractor shall review the attached Winter Protection Berm Plan prior to submitting a quote. The plan's typical section indicates that sand material is to be bulldozed primarily from the seaward side, preferably from above mean tide height, subject to actual field conditions. Prevailing Wage This project is subject to applicable California prevailing wage requirements. The contractor shall be responsible for compliance with all applicable prevailing wage laws and requirements for the duration of the work. Quote Due Date Interested contractors shall submit the following no later than: Friday, September 25, 2026, at 4:30 p.m. PST Submittal Requirements A detailed scope of work describing the contractor's proposed approach. An itemized cost proposal using the provided E-Bid. Any assumptions, exclusions, or conditions affecting the proposed price. Contractor contact information and business information. Contractor Requirements Prior to contract execution and/or commencement of work, the selected contractor will be required to: Maintain or obtain an active City of Carpinteria Business License. Provide proof of insurance meeting the City's applicable insurance requirements. Provide a Certificate of Insurance and required additional insured endorsement(s). Provide workers' compensation insurance as required by law. Submit a completed W-9. Comply with applicable prevailing wage requirements. Obtain and maintain any permits, licenses, certifications, or other authorizations required for performance of the work. Ensure that subcontractors, if used, comply with applicable project and insurance requirements. The City's insurance requirements establish, among other requirements, minimum commercial general liability coverage of $1,000,000 per occurrence, business automobile liability coverage of $1,000,000 per accident, and workers' compensation with statutory benefits and employer's liability limits of $1,000,000. The attached insurance requirements should be reviewed in full by all prospective contractors. Anticipated Schedule Winter Berm Assembly: First week of November 2026, contingent upon weather, tides, beach conditions, regulatory requirements, and direction from the City. Winter Berm Repair/Maintenance: As needed during the winter season. Winter Berm Disassembly: Anticipated March 2027, subject to City direction and field conditions. The City may adjust the schedule based on weather, tides, storm conditions, beach conditions, regulatory requirements, or other circumstances affecting the project. Site Visit Prospective contractors are encouraged to inspect the project site prior to submitting a quote. Site visits may be coordinated with City staff.
