HOUSING OPPORTUNITIES FOR PERSONS WITH HIV/AIDS (HOPWA) REQUEST FOR PROPOSALS PROGRAM YEAR 2026-2027 TO IMPLEMENT ELIGIBLE ACTIVITIES PURSUANT TO THE REGULATIONS OF THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT THAT PRINCIPALLY BENEFIT LOW AND MODERATE-INCOME NEWARK RESIDENTS OR CONTRIBUTE TO THE PREVENTION AND ELIMINATION OF SLUMS AND BLIGHT.
