Administration of the Limited Repair Program

The City of Raleigh is soliciting proposals for the administration of the Limited Repair Program, a home repair initiative funded by federal Community Development Block Grant funds from HUD. The program provides zero-interest, forgivable loans up to 20,000 dollars to low-income homeowners for repairs that address immediate health and safety threats, including electrical, HVAC, plumbing, fire safety, roofing, and accessibility needs. The selected nonprofit agency will be responsible for end-to-end management, including marketing, client intake, inspections, bid specification and preparation, construction oversight, billings, and closeouts. The contract allows for an initial term with the possibility of one-year renewals up to a maximum of five years. Proposals are due by September 29, 2026, and will be evaluated based on weighted criteria, potentially including a second-stage interview. Awardees must comply with extensive federal and state regulations, including the Davis-Bacon Act, the Copeland Anti-Kickback Act, and various civil rights and non-discrimination mandates. Required insurance coverages include Commercial General Liability, Automobile Liability, and Worker's Compensation, with the City of Raleigh named as an additional insured. Payment terms are set at NET 30 days from the date of electronic invoice submission.
