City of Spokane Downtown Bicycle Parking Program

The City of Spokane, through its Planning Services Department, has issued Request for Information RFI 6599-26 to explore options for a Downtown Bicycle Parking Program. This initiative seeks informational responses regarding secured bike parking systems, including system overviews, utility and solar requirements, e-bike charging safety protocols, and maintenance programs. The city is specifically interested in business models such as app-based and fee-for-service systems, revenue sharing, and data sharing capabilities to inform the potential development of a future Request for Proposals. All proposed parking solutions must adhere to national and local standards, including APBP, AASHTO, and NACTO. This is strictly an informational solicitation and will not result in the award of a contract, nor should any actual pricing or costs be submitted. Responses must be submitted electronically via the ProcureWare portal by September 22, 2026, at 11:00 AM, with a clarification deadline of September 15, 2026. The city encourages participation from respondents certified by the Washington State Office of Minority and Women’s Business Enterprises and requires compliance with the Americans with Disabilities Act and Section 504 of the Rehabilitation Act of 1973.
