The City of Spruce Grove is seeking proposals from qualified planning consulting firms to lead the comprehensive update of the City's Land Use Bylaw (Bylaw C-824-12). The successful vendor will provide land use bylaw drafting expertise, public and stakeholder engagement facilitation, GIS mapping and analysis, graphic design and illustration, and communications support. The vendor will work under the direction of the City's Project Manager. Project governance is described in Section 4.4.8. The outcome is a new, comprehensively updated Land Use Bylaw that aligns with the Municipal Development Plan, is clearly written, legally sound, and structured for durable, consistent administration. The City is seeking a conventional Land Use Bylaw that uses use-based districts, with regulations expressed in clear, plain language. The City is not pursuing a form-based code, hybrid code, or other unconventional regulatory model. Innovation in drafting style, organization, accessibility, and administrability is welcomed within that framework. The project will also produce a Community Land Use Vision, a new land use map, a Plain Language Guide with illustrations, a Concordance Document, end-of-phase memos, and supporting engagement and diagnostic reports. The project is anticipated to take approximately 18 to 20 months from contract award, with consultant work commencing in July 2026 and target completion in late 2027 or early 2028.
