CITY SERVICES EXPANSION, PROJECT NO. 25220

The City of Apache Junction is seeking a qualified Construction Manager at Risk (CM@R) to deliver comprehensive pre-construction and construction services for the City Services Expansion, Project No. 25220, located near the southwest corner of Ironwood Drive and planned Horton Drive in Arizona. The project involves the development of a 27,000 square foot police substation, a 15,000 square foot branch library, and a 5,000 square foot park maintenance building with material corrals and laydown space, along with associated site work including secured and unsecured parking, civil improvements, landscaping, irrigation, hardscape, off-site road enhancements with curb, gutter, sidewalk, lighting, and an additional lane—without a traffic signal—as well as extended underground wet and dry utilities. The estimated construction budget is approximately $49 million, with the CM@R responsible for delivering a Guaranteed Maximum Price (GMP) during the pre-construction phase and then executing the full construction scope under that GMP. The contract structure will follow the AIA A102-2017 standard, with the GMP comprising the Cost of Work plus the Contractor’s Fee, defined as corporate overhead plus profit, and the Contractor must provide detailed cost breakdowns by trade, allowances, contingency, tax, insurance, bonds, and fee. The project requires coordination with D.R. Horton’s ongoing development of a nearby park and lake. The procurement is initiated through a Request for Qualifications (CIP 26-04), with sealed Statements of Qualifications due by July 20, 2026, at 2:00 P.M. Arizona Time. Proposals must include one original and seven duplicates, be labeled clearly, adhere to a 15-page content limit (excluding cover), use a minimum 10-point font, and feature a signed one-page cover letter from an authorized representative. Evaluation is based on a 200-point weighted scoring system with the highest emphasis placed on Relevant Experience and Project Understanding/Approach, each worth 50 points, followed by Experience of Key Personnel (40 points), Current Workload and Ability to Start Immediately (20 points), Clarity and Thoroughness of Response (20 points), Firm Information (10 points), and Subcontractor Selection Plan (10 points).
