The City of Cocoa is soliciting competitive sealed bids from qualified, licensed, and experienced commercial lawn maintenance contractors to provide comprehensive, scheduled mowing and grounds maintenance services for various City-owned properties, rights-of-way (ROW), and medians.
The successful Contractor shall furnish all supervision, labor, equipment, materials, supplies, tools, transportation, and safety apparatus necessary to deliver high-quality, professional lawn maintenance services in strict compliance with the schedules, standards, and specifications set forth in this Invitation to Bid (ITB).
GENERAL PERFORMANCE STANDARDS 1. Turf Cutting Height: All grass and vegetation shall be cut to a uniform finished height of four (4) inches, unless otherwise directed in writing by designated City Staff. 2. Quality of Cut: Mowing shall result in a neat, clean, and level appearance with zero streaking, missed patches, or scalping of turf. Mowing patterns across areas of varying widths shall be executed with smooth, flowing transitions. 3. String Trimming / Edging: The use of power string trimmers ("weed eaters") or hand tools along obstacles, curbs, guardrails, poles, and edges must maintain the same four (4) inch minimum height standard. Scalping or chemical burning along borders is strictly prohibited. 4. Clean-Up & Debris Removal: All clippings, litter, and green waste must be removed from roadways, sidewalks, drainage structures, and adjacent hard surfaces immediately following mowing. CONTINUITY & ROUTE COMPLETION 1. Group Completion: All designated locations within a assigned service group or route shall be mowed consecutively and without interruption. Unjustified delays, partial completion of groups, or skipping assigned locations within a cycle will result in non-acceptance and deduction/short-pay of the corresponding invoice line items. 2. Adherence to Schedule: The Contractor shall strictly maintain the service cycle frequency approved by the City throughout the duration of the contract.
INSPECTION, ACCEPTANCE, & RE-SERVICE 1. Inspection: Completed work zones will be routinely inspected for quality and formal acceptance by designated City Staff or an authorized Contract Administrator. 2. Unsatisfactory Work: If designated City Staff determines that an area is unsatisfactory, incomplete, or fails to meet the specifications detailed herein, the Contractor will be issued a notice of deficiency. 3. Corrective Action: The Contractor shall re-mow or remedy the identified deficient area(s) at no additional cost to the City of Cocoa. Corrective work must be completed within the current active cutting cycle or within twenty-four (24) hours of notification, whichever is shorter.
