City of Seattle ordinance allows the City to establish lists of qualified Consultants for use by any Department for skills or services in specialized areas of knowledge or experience. The City refers to these lists of qualified Consultants as rosters. A Department may contract with a Consultant on the appropriate roster for assignments or projects without a formal, advertised competitive process as long as each Contract is estimated to cost below $420,000 and the Department has determined that its needs can be fully met without soliciting proposals through public advertising.
Addendum #1: The City has updated the solicitation to change the first date of allowable use for consultants approved to a roster through this solicitation. The City will officially transition from rosters in the Online Business Directory to rosters in OpenGov beginning January 1, 2026. OpenGov rosters will not be used for City contracting before this date. Only consultants approved to rosters in the Online Business Directory or through the manual process mentioned in Section 1.3 will be allowable for roster contracting before January 1, 2026. Additionally, the City has clarified that the RFQ will be updated when a small business priority goes into effect for a roster category. The following roster categories listed in Section 2.1 have a small business priority in effect: Communications Ethnic Community Outreach Experts Public Information and Public Relations Public Involvement and Community Outreach Media Production Services Technical Writing Please use the See What Changed link to view all the changes made by this addendum.

CITYWIDE CONSULTANT ROSTER SOLICITATION: Information Technology Consulting (Small Businesses Only)
Solicitation # CTY-CR-2025-01
The City of Seattle is establishing a qualified consultant roster for Information Technology Consulting under solicitation CTY-CR-2025-01, specifically restricted to small businesses. This roster allows City departments to contract for specialized IT services—including external project quality assurance, vulnerability and security analysis, telecommunications, and general computer systems analysis—without a formal advertised competitive process for individual assignments estimated below $420,000. To be approved for the roster, consultants must demonstrate the completion of at least three relevant projects, possess all necessary professional licenses and certifications, and maintain a Washington State business license. Approval to the roster does not guarantee a contract; instead, the City may select firms through informal solicitations to the full roster, a subset of the roster, or via direct selection. The agreement incorporates FAR Part 31 for lump-sum payments based on cost to complete the scope of work and requires compliance with federal debarment verification via SAM.gov. Key administrative requirements include a thirty-day payment term from receipt of invoice and adherence to City ordinances regarding paid sick and safe time, non-discrimination, and WMBE inclusion. Consultants must also comply with ADA Title II and the Washington Law Against Discrimination. Required documentation for the agreement includes a consultant questionnaire for contracts exceeding $10,000, insurance certifications, and potentially a non-disclosure agreement. Responses must be submitted electronically via the City's procurement portal by December 30, 2030.
