Citywide On-Call Tree Maintenance Services

The City of Coalinga is soliciting proposals for a two-year indefinite-delivery/indefinite-quantity service agreement to provide citywide on-call tree maintenance services, with work performed through task orders as needed. The scope includes tree pruning, clearance maintenance around roadways, sidewalks, buildings, roofs, streetlights, and utility lines, tree removal and disposal including stump grinding, and 24/7 emergency response services. Contractors must provide all equipment, materials, and labor, and perform all work in compliance with ANSI Z133 and ISA standards, Caltrans specifications, the California MUTCD, OSHA regulations, and relevant sections of the California Labor Code. All personnel must be registered with the California Department of Industrial Relations, and the contractor must hold an active CSLB Class C-49 Tree Service license and ISA Certified Arborist certification. Work must be approved via formal task orders issued by the City Contract Administrator, and unauthorized tree removal will result in liability for damages. A drug-free workplace policy is required, and labor compliance includes adherence to prevailing wage laws and workers’ compensation insurance. The award will be made through a best-value trade-off process, with evaluation weighted as follows: Qualifications (35 points), Experience (25 points), Cost (20 points), References (15 points), and Local Presence (5 points). Proposals must include three client references from projects completed within the last five years, a completed cost proposal using the prescribed format, and mandatory certifications including debarment and suspension, non-collusion, lobbying disclosure, insurance verification, and compliance with public contract code sections regarding past disqualifications and convictions. Insurance requirements include general liability, automobile liability, employer’s liability, workers’ compensation, and professional liability coverage. Contractors must submit proof of DIR registration and insurance prior to performance. Work is to be performed within the City of Coalinga limits, with administrative coordination handled through Tri City Engineering in Fresno. The contract has no guaranteed minimum work volume, and all services are triggered by task order authorization. Overtime requires prior written approval, and subcontractors must adhere to all prime contractor obligations. The solicitation closes on September 1, 2026, and late submissions will not be accepted.
