Citywide Safety Consultation and Training

The City of Modesto, through its Finance Department, has issued Request for Proposals RFP-00113 for Citywide Safety Consultation and Training services. The selected consultant will be responsible for supporting the City's compliance with federal, state, and local regulations by developing, reviewing, and implementing written safety programs, such as Injury and Illness Prevention Programs (IIPPs) and Job Hazard Analyses (JHAs). Additionally, the consultant must deliver customized training based on the City's Safety Training Matrix, ensuring all instruction meets standards set by OSHA, the California Code of Regulations (Title 8), FMCSA, DOT, NFPA, and the EPA. The contract is structured for an initial two-year term, with three optional one-year extensions, allowing for a total potential duration of five years. Proposals must be submitted electronically via the OpenGov Procurement portal no later than 11:00 am on October 13, 2026. The evaluation process utilizes a 100-point scale, where the City Council maintains final authority to award the contract to the proposer that best suits its needs, noting that price is only one factor in the decision. Proposers are required to submit several mandatory documents, including a separate pricing schedule, financial statements, company history, and various disclosures. Regarding compensation, the City offers two payment methods: a Net 30-day option via the ePay program, which provides a 1.0% rebate to the City, or a Net 45-day option via manual check. All services are to be performed during standard business hours, Monday through Friday, from 6:00 a.m. to 5:00 p.m.
