The U.S. Army Garrison Bavaria, Grafenwoehr is pursuing a sole-source bridge contract modification to maintain uninterrupted civil and structural engineering services under existing contract W912PB23D8002, with Proesl Bau GmbH as the exclusive provider. The modification extends the current contract’s performance period from its initial end date of 14 July 2026 to 30 September 2026, ensuring operational continuity for the Army DPW without disruption. This action is justified under 10 U.S.C. 2304(c)(1) and FAR 6.103-1, as Proesl is the only entity capable of meeting the urgent, complex, and mission-critical demands of the installation due to its incumbency, specialized knowledge of the site, and ability to sustain seamless operations without a transition period. The work scope, tasks, and place of performance remain unchanged, located at the Grafenwoehr Military Community in Bavaria, Germany, and the NAICS code 237990 applies to this acquisition. The bridge contract is expected to be awarded no later than 14 July 2026 to avoid any lapse in services. Although this is not a competitive solicitation, responsible sources may submit capability statements by 2:00 PM CET on 15 June 2026 to designated government points of contact, with the Government retaining full discretion to proceed without competition based on the justification provided.

This Request for Information is prepared in accordance with DFARS PGI 206.103-1 sources sought requirements. This proposed bridge contract is being processed on a sole source basis. The North American Industry Classification System (NAICS) Code for this acquisition is 237990.

The Regional Contracting Office (RCO) Bavaria intends to Award a bridge contract on a sole source basis to Proesl Bau GmbH (hereafter referred to as “Proesl”), at , 92676 Eschenbach, Bavaria, Germany. The bridge contract will be a modification against the Civil and Structural Engineering Work within the USAG Bavaria, Grafenwoehr Military Community Contract (W912PB23D8002). The modification will provide continuity for the operation and service of Army DPW, USAG Bavaria, Grafenwoehr Military Community. Contract W912PB23D8002 was awarded on 15 July 2023 with current period of performance end date of 14 July 2026. This current period of performance will be extended through 30 September 2026.

The proposed contract action is for services for which the Government intends to negotiate with one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.103-1. FAR 6.103-1 states “when supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.” Proesl, is the only company that has the capability to accomplish the critical and immediate schedule for continuity of USAG Bavaria’s mission to avoid the negative impacts of a lapse in coverage.

The Government anticipates no changes from the current contract in the type of tasking or scope. Due to the breadth and complexity of the work, urgency of the requirement, and level of transition required, it would be cost and schedule prohibitive for any contractor other than the incumbent to ensure continuity of operations at USAG Bavaria. As such, the bridge contract with Proesl is necessary to ensure continued support of USAG Bavaria.

The place of performance is at United States Army Garrison (USAG) Grafenwoehr Military Community.

The bridge contract action is expected to be awarded no later than 14 July 2026.

This is not a request for competitive proposals. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.

Information shall be submitted prior to 2:00 PM (CET), Monday, 15 June 2026 via email to Matthew Boals at matthew.s.boals.civ@army.mil and Jereme Kemp at Jereme.a.kemp.civ@army.mil.
