The U.S. Army Corps of Engineers Tulsa District is preparing to award a multiple-award task order contract (MATOC) valued at approximately $99.5 million for civil works construction projects within the Southwestern Division, primarily supporting the Tulsa District. This MATOC, structured as a Design-Bid-Build contract, is set aside exclusively for small businesses and will span a three-year base period with two additional one-year option periods. The government plans to award three to five Indefinite Delivery Indefinite Quantity (IDIQ) contracts under this MATOC to provide a range of services including new utility installations, utility relocations, road maintenance and repairs, construction and rehabilitation of small structures, shoreline protection, drainage systems, and other related infrastructure projects aimed at supporting flood control and navigation. Offerors must submit a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) before contract award, with a failure to comply resulting in disqualification. Additionally, small business firms must adhere to FAR limitations on subcontracting, ensuring that no more than 85% of contract costs (excluding materials) are subcontracted to entities that are not similarly situated. The solicitation is expected to be released around September 16, 2024, with proposals due by October 16, 2024.
