2. Description of Requirement

The Government will evaluate quotes based on:

  2. Price

The Government will evaluate quotes on a Lowest Price Technically Acceptable (LPTA) basis. Under LPTA, the Government will first determine whether each quote is technically acceptable. Only quotes that meet all requirements of this solicitation will be considered acceptable. Quotes that do not meet every requirement will be rated technically unacceptable and will not be considered further.


After determining technical acceptability, the Government will evaluate price. Award will be made to the responsible offeror whose quote is:


  • Technically acceptable
  • Offers the lowest total evaluated price
