The Department of the Air Force's 1st Special Operation Contracting Squadron is issuing a firm fixed price purchase order for lightweight, in-ear headsets compatible with the new AFSOC-approved helmet and C-145A aircraft. This procurement is justified under the authority allowing other than full and open competition due to the unique capability of Clarity Aloft Technologies, the sole manufacturer able to meet the specific technical and compatibility requirements. The estimated cost for the purchase is $29,700, with an expected delivery within 30 days of contract award, funded through Operations and Maintenance appropriations. Efforts to solicit competition included posting a brand name notice on the Federal Business Opportunities website, and any challenges to the requirement will be reviewed by the Competition Advocate prior to award. Market research revealed only two compatible headset models, with Clarity Aloft being the only one currently in production. The contracting officer has determined the price to be fair and reasonable based on prior acquisitions. The agency commits to ongoing monitoring of the market and will share future minimum requirements with industry to encourage broader competition where feasible. All certifications verify the accuracy and completeness of the justification and supporting data.
