Class IV Road Improvements, Otto Merill

The Town of Royalton is soliciting bids for improvements to Otto Merrill, an unmaintained Class IV Road currently impacted by erosion, invasive species, and encroaching wetlands. The project scope includes ditching, water bar shaping, swale and culvert installation, and resurfacing with 3 inch minus dense grade to achieve a consistent 4 to 6 percent grade for improved drainage. Work is divided into eight specific areas, A through H, and must be completed by November 1, 2026, in accordance with Vermont erosion and water quality best management practices. The contract is funded by a grant of 20,368.89 dollars, and the Town intends to award the project to the contractor who can maximize the amount of work completed within this budget. Bidders must submit a completed bid form by September 3, 2026, including a list of relevant equipment and three job references; lump sum bids will be rejected. Selected contractors must provide a certificate of liability insurance naming the Town of Royalton as an additional insured and include workers compensation insurance, unless they are an employee-free entity. Payment will be issued within 30 days following the completion of work and written acceptance by the Town.
