CLASS JUSTIFICATION AND APPROVAL FOR USE OF OTHER THAN FULL AND OPEN COMPETITION FOR FACILITIES RELATED CONTROLS SYSTEMS - DDC

This Class Justification and Approval (CJ&A), solicitation number 26-11JA, authorizes the use of brand-name commercial equipment for Facility Related Control Systems (FRCS) at several Navy installations, including Naval Base Kitsap, Naval Air Station Whidbey Island, Naval Station Everett, and Naval Magazine Indian Island. Managed by the Naval Facilities Engineering Systems Command (NAVFAC) Northwest in Silverdale, Washington, the procurement is based on FAR 6.302-1, designating a non-competitive, sole-source justification to ensure interoperability with the existing Control System Platform Enclave (CSPE) and to maintain cybersecurity Authority to Operate (ATO) status. The authorization specifically approves the use of Distech EC Line and Honeywell Optimizer Line controllers and software. To meet strict cybersecurity and Risk Management Framework (RMF) requirements, approved equipment must support BACnet MSTP and be programmable via JACE with current Niagara firmware. Prohibited features include Hand-Off-Auto switches, interactive operator interfaces, wireless communication such as Wi-Fi or Bluetooth, and recurring Niagara SMA licensing.
