The contract outlines a two-phase program led by NYSERDA to promote the adoption and performance monitoring of cold climate, high-efficiency packaged window heat pumps (PWHPs) as an affordable, minimally invasive heating electrification retrofit for existing multifamily buildings in New York State. In Phase I, PWHP manufacturers and vendors must submit documentation proving their products meet specified performance and technical standards to become Program Participants; no funding is provided at this stage. Phase II targets these qualified Participants, offering incentives to deploy PWHPs in multifamily buildings with five or more units, including rentals, cooperatives, and condominiums. Incentives are paid on a first-come, first-served basis with a maximum of $1,500 per PWHP or 50% of the cost for market-rate sites and up to $2,250 or 75% for low-to-moderate income (LMI) sites, capped at $500,000 per demonstration site and $2,000,000 per PWHP brand. All demonstration sites require ongoing performance monitoring as part of the project scope, managed by NYSERDA and its contractors. Eligibility for Phase I is open to all PWHP manufacturers and vendors who can provide installation-ready heat pumps that meet NYSERDA’s criteria, while Phase II participation is limited to those who qualify in Phase I and are engaged in multifamily building projects. The program applies statewide and runs through June 30, 2027, with no specific subcontracting goals related to minority, women, service-disabled veteran, or disadvantaged businesses. Incentive payments are made following completion of heat pump installations and adherence to monitoring plans. The solicitation emphasizes transparency, with any updates posted on NYSERDA’s website, and provides multiple points of contact to assist prospective applicants and participants.
