This contract solicits professional cleaning services for the Cleveland Community Police Commission (CPC) offices located at 3631 Perkins Avenue, Cleveland, Ohio, established to support the oversight and reform of the Cleveland Division of Police under the DOJ Consent Decree. The scope encompasses routine janitorial duties including dusting, vacuuming, sweeping, mopping, trash and recycling disposal, cleaning of shared spaces such as conference rooms and kitchenettes, disinfecting high-touch surfaces, and periodic deep cleaning as requested. All services are to be performed after normal business hours to minimize disruption, maintaining a sanitary, safe, and welcoming environment aligned with municipal standards and local ordinance requirements. Vendors must adhere to local codes including the Cleveland Area Business Code and equal opportunity and inclusion mandates involving minority, female, and small business participation. The evaluation of proposals is based on a weighted trade-off process prioritizing cost proposal and value (30%), capacity and operational resources (25%), responsiveness and completeness (25%), and technical approach and methodology (20%), focusing on best value rather than lowest price. The contract term is one year with two optional one-year renewals contingent on performance and funding availability. Compliance with insurance mandates, background checks for personnel requiring secure area access, and affirmative action program submission within 60 days of award are required. Contract administration includes manual monthly invoicing to the Department of Community Development with specified documentation. The contractor holds primary responsibility for quality control, inspections, and timely performance, while compliance with Cleveland legal and procedural requirements is enforced throughout the contract term. The RFP maintains a transparent submission protocol emphasizing organized, complete proposals filed electronically by the May 27, 2026 deadline, without mandatory federal certifications, but with strong local socio-economic participation and reporting obligations.

The Cleveland Community Police Commission (CPC) was established in 2015 as part of the terms of the Consent Decree between the City of Cleveland and the U.S. Department of Justice (DOJ). Following an investigation, the DOJ determined there was a pattern of excessive force used by the Cleveland Division of Police (CDP). These findings were documented in the DOJ's findings letter . The Consent Decree outlined the work that needed to be done so CDP policies, practices and procedures comply with Constitutional law. The CPC's purpose is to bring community voices into the process of police reform. Ongoing community input is crucial to ensure policing in Cleveland is constitutional, effective, and consistent with community values. We work with the community to ensure that a variety of community perspectives about policing are heard and reflected in the CPC's reports and policy recommendations .
