Full Description

The Department of Health and Human Services (HHS), Program Support Center, Strategic Acquisition Service, Division of Acquisition Management, on behalf of the Office of Inspector General (OIG), intends to negotiate and award a purchase order on a sole-source basis to SPSS Incorporated, 233 South Wacker Drive, Chicagi, IL, 60606-6306. The services being acquired are license renewal and maintenance for the period of April 1, 2010 through March 31, 2011 for Clementine Software licenses to include software updates and patches, technical support and newsletters. The license renewal and maintenance are critical and without the support, the software would be difficult to use, as answers to technical issues could not be obtained. The OIG uses the software as its primary data mining tool that enables a user to sift through billions of records to identity trends and patterns of Medicare paid claims data. The SPSS Clementine shall consist of the following modules: Modeler Server Client Enablement Server Based, PASW Association Server Based, PASW Association Server Core Based, PASW Classification Server Based, PASW Classification Server Core Based, PASW Modeler Server Based, PASW Modeler Server Core Based, PASW Segmentation Server Based and PASW Segmentation Server Core Based. This acquisition is being conducted on a sole-source basis because SPSS Incorporated is the owner and has full right and title to license the software package SPSS Clementine. SPSS Incorporated is the sole entity permitted to license SPSS Clementine. This simplified acquisition is for services for which the Government intends to negotiate with only one source. Interested concerns may identify their interest in and capability to satisfy the requirement within 5 days after the date of publication of this notice. Capability statements may be submitted to Anthony Webb, Room 5-101, Parklawn Building, 5600 Fishers Lane, Rockville, MD 20857, or vial email at awebb@psc.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
