CLIENT-BASED LABORATORY SERVICES

Burke is soliciting proposals under RFP #104 LSCB for CLIA-certified laboratory services to support clients across eleven Texas counties. The contract period is scheduled to run from November 1, 2026, through August 31, 2028, with the possibility of one-year extensions not to exceed a total of two years. The scope of work includes providing convenient off-site lab draw stations to address rural access needs, processing various laboratory test profiles, and maintaining a 24-hour turnaround time for chemistry profiles. Specific requirements include the provision of a phlebotomist and draw station at the Angelina Mental Health Clinic one day per week, a bi-directional EHR interface, and the supply of all necessary specimen submission equipment. Qualified vendors must hold a CLIA Laboratory Certificate of Compliance and accreditation from The College of American Pathologists. Proposals are due by October 12, 2026, at 2:00 p.m., and will be evaluated based on the best value for Burke, with five criteria each weighted at 20 percent. Awardees must maintain general and professional liability insurance, adhere to strict confidentiality and medical standards, and ensure personnel have not been convicted of offenses listed in Texas Health and Safety Code Section 250.006(a). Payment terms are set at 30 days upon receipt of a valid invoice and approval of services.
