Climate Action Plan Update

The City of Manteca is implementing a citywide, policy-level Climate Action Plan Update to streamline future environmental reviews of development projects and ensure compliance with statewide climate change regulations. The project focuses on reducing citywide greenhouse gas emissions through a comprehensive approach that includes a baseline emissions inventory, growth-related emission forecasts, and specific reduction strategies. Key deliverables involve building efficiency measures, such as renewable energy and municipal energy audits, and solid waste initiatives focusing on recycling and landfill gas systems. The plan adheres to standards set by the California Air Resources Board and the California Green Building Standards Code. The project underwent a formal environmental review process under the California Environmental Quality Act, resulting in an Initial Study and a Negative Declaration, which determined that the policy update would not have a significant environmental effect. This process included a public review period from July 31, 2025, to September 2, 2025, and incorporated feedback from the Central Valley Regional Water Quality Control Board regarding water quality and permitting compliance. The City of Manteca officially approved the project on November 18, 2025, with the performance area covering the city limits, sphere of influence, and the greater planning area within San Joaquin County.
