Solicitation SPE2DS-27-T-1137, issued by the DLA Troop Support Medical Supply Chain, is a request for quotations for the procurement of one package of Casualty Triage Tags (NSN 6515-01-587-1700). These combat casualty cards are designed for patient documentation during the three phases of tactical combat casualty care and are constructed from waterproof, tear-resistant ruggedized paper. Delivery is required by November 2, 2026, with destination inspection mandated under FAR 52.246-2. Administrative requirements include the use of the Wide Area Workflow (WAWF) system for invoicing and payment. Evaluation may include a price preference for HUBZone small businesses, and all offerors must maintain active certifications in the System for Award Management (SAM).

The Naval Sea Systems Command awarded a firm-fixed-price contract to Raytheon Company for the procurement of FY18 production requirements for Close-In Weapon Systems. This sole source award covers a wide range of supplies and services, including MK 15 CIWS Phalanx Block 1B BL2 upgrade kits, radar upgrades, and Class A overhauls. Additionally, the contract encompasses MK 15 Mod 29 Land-Based Phalanx Weapon Systems overhauls and hardware improvements, as well as MK 15 Mod 31 SeaRAM upgrade kits, ancillary equipment, spares, and provisioned item orders. Raytheon was selected as the sole provider because it is the only qualified domestic producer of MK 15 Phalanx and SeaRAM systems with the necessary expertise to meet Department of Defense requirements. Due to the high complexity of the MK 15 CIWS, the government determined that qualifying additional sources would require an impractical investment of time and financial resources.

The Naval Sea Systems Command (NAVSEA) awarded a FFP contract to Raytheon Company/Raytheon Missile Systems (RMS) of Tucson, AZ, P.O. Box 11338, Tucson, AZ 85734-1337 for procurement, on a sole source basis, of production requirements for FY18 for the following supplies: MK 15 CIWS Phalanx Block 1B BL2 upgrade kits and conversions, including Radar Upgrade Kits; MK 15 Mod 29 CIWS Land-Based Phalanx Weapon Systems (LPWS) overhauls; MK 15 Mod 29 CIWS LPWS hardware product improvement, ancillary equipment, spares, and provisioned item orders (PIO); MK 15 Mod 31 CIWS SeaRAM upgrade kits and conversions; MK 15 CIWS hardware product improvements; MK 15 CIWS ancillary equipment, spares, and PIO; and, MK 15 CIWS Class A Overhauls. RMS is the only qualified domestic producer of MK 15 Phalanx and SeaRAM Close-in Weapon Systems and is the only source known to possess the requisite knowledge and expertise to meet DoD requirements. MK 15 CIWS is highly complex and would require substantial investment in time and money to qualify additional sources.
