The Defense Logistics Agency (DLA) / Defense Supply Center Richmond (DSCR) is exploring an effort to implement a Closed-Loop Recycled Antifreeze Program which will assist U.S. Federal and Military installations in complying with Executive Order 13423 and the Resource Conservation and Recovery Act (RCRA) with regards to the use of recycled antifreeze and proper recycling of antifreeze. This initiative is designed to provide a strategic closed-loop approach whereby the contractor supplies recycled antifreeze, manages the pickup of used antifreeze, recylces used antifreeze received, and disposes of excess used antifreeze in accordance with environmental rules and regulations. The goals of this program are to reduce new material purchase costs and to significantly reduce costs associated with the handling, storage and disposal of used antifreeze for U.S. Federal and Military installations. Sources are sought for a potential 5 year program (single award) where the contractor provides all materials, vehicles, equipment, permits, transportation, and any other items/services necessary for the purpose of supporting a Closed-Loop Recycled Antifreeze Program at various Federal and Military locations within the Continental United States (CONUS). The contractor will be responsible for providing the following type and concentration of ethylene glycol based antifreeze: - 1. A-A-52624A Type I Concentrations A, B, and C - 2. ASTM D6210 Type I-FF and Type III-FF Note: No antifreeze containing solvents of any type is permitted. The NSNs to be included in this initiative are as follows: 6850-01-571-9668 6850-01-571-9640 6850-01-571-9599 6850-01-571-9571 6850-01-571-9666 6850-01-571-9683 6850-01-571-9675 6850-01-571-9686 6850-01-571-9656 SUMMARY One of the elements to be gained from this sources sought is to gauge the industry for antifreeze recycling services capability and determine the socioeconomic status of the industry base for this type of initiative. All respondents are requested to indicate their business size status under the proposed NAICS code 325998 and whether or not their company qualifies in any sub-category (i.e. 8(a), HUBZone, SDVOSB, WOSB). Offers should not be included. This initiative is still under consideration and currently in a market research phase. Please send your notice of interest to Diane Sadler, Acquisition Specialist, Email diane.sadler@dla.mil, no later than 15 May 2009. It is anticipated this effort may move forward within the next 30 days. In the event this initiative moves forward, a website will be available for updates to this Closed-Loop Recycled Antifreeze program at http://www.dscr.dla.mil/UserWeb/FAGA/index.html, under "Specialized Support" click on "Closed-Loop Recycled Antifreeze".
