The material is an amine-cured epoxy resin reinforced with unidirectional carbon fibers, designed for general-purpose structural applications and rated for operation in environments up to 350 degrees Fahrenheit. The minimum order quantity is 895 yards, with typical roll sizes ranging from 100 to 375 feet, and units of issue are measured in yards. The item has a shelf life of 12 months, extendable under controlled conditions: an initial six-month extension is permitted after revalidation through gel time and interlaminar shear testing at room and elevated temperatures, followed by additional three-month extensions, and ultimately one-month extensions valid only until use, provided the material continues to meet specifications. To maintain shelf life integrity, refrigeration between -4°F and 1°F is recommended, and a minimum of 10 months of shelf life must remain upon receipt by the first government activity. The material is qualified under Boeing specification LB0130-128 and must be shipped, stored, and preserved in accordance with DLA Master List of Technical and Quality Requirements, which supersede commercial standards like ASTM D3951. The contractor is responsible for compliance with all inspection, testing, and quality assurance requirements as outlined in the DLA Troop Support Clothing & Textiles Additional Quality Assurance Requirements, Revision 1 dated August 2021, including full traceability of component sources, which cannot be altered without prior government approval. All shipments must be marked and labeled per MIL-STD-129R, palletized under RP001, and shipped via traceable means—parcel post is prohibited. If classified as hazardous under FED-STD-313, packaging must meet IP025 requirements; otherwise, commercial packaging per ASTM D3951 is acceptable, with DLA requirements taking precedence. The delivery point is Tinker AFB, Oklahoma, with FOB destination terms, requiring delivery within five days after award. Payment shall occur electronically through WAWF, and all submissions must be made via the DIBBS portal. The contract incorporates multiple FAR and DFARS clauses related
