Task order FA8726-20-F-0081 was awarded to General Dynamics Information Technology via the Alliant 2 IDIQ to provide Cloud Hosted Enterprise Services for Stack Security Sustainment and Virtualization. Managed by the AFLCMC Cloud Hosted Enterprise Services Program Management Office, the contract focuses on maintaining, supporting, configuring, and migrating on-premise security stacks used for O365 authentication and connectivity for 750,000 USAF personnel into resilient virtual enclaves within a USAF Azure Impact Level 5 environment. The scope of work includes the integration and migration of a cloud solution using Microsoft Azure to ensure the sustainment of critical security stacks. Due to the urgency created by the COVID-19 pandemic and the necessity of sustaining long-term remote operations, this award was made without providing a fair opportunity to all Alliant 2 vendors to avoid unacceptable delays in manpower and operational capability. The contract was established for a twelve-month period and utilizes a combination of Firm Fixed Price and Time and Materials CLINs. Performance is based in Fairfax, Virginia, under NAICS code 541512, and is overseen by the Department of Defense.

This notice is being posted in accordance with FAR 5.301(a)(2)(ii) and FAR 16.505(b)(2)(ii)(D)(1). This notice is intended to make publicly available the justification used for Task order, FA8726-20-F-0081, that was awarded without providing a fair opportunity to all offerors on the Alliant 2 IDIQ. The need for the S4V requirement during the COVID-19 pandemic was so urgent that providing a fair opportunity to all vendors on Alliant 2 would result in unacceptable delays creating a significant impact to manpower and failure to sustain long-term remote operations. The order was placed for twelve (12) months and included FFP CLINs and a single T&M CLIN. More information on the CLIN descriptions can be found in the attached fair opportunity exception. AFLCMC/ HNII, Cloud Hosted Enterprise Services (CHES) Program Management Office (PMO), requires services to maintain, support, configure, and migrate on-premise security stacks supporting O365 authentication and connectivity for 750,000 USAF personnel, into resilient virtual enclaves in USAF Azure Impact Level (IL)5 environment. The United States Air Force CHES PMO has a need to establish a services contract that will maintain and support current USAF security stacks (used to support O365 authentication and connectivity); and to configure, integrate, and migrate a successful cloud solution, using Microsoft Azure.

AFLCMC Cloud Productivity Suite Pilot CSO
Solicitation # FA8726-26CSO-CPSP
The AFLCMC Cloud Productivity Suite Pilot (CPSP) Commercial Solutions Opening (CSO), solicitation number FA8726-26CSO-CPSP, seeks innovative commercial products and services to provide an Impact Level 5 (IL5) scalable alternative to the DAF365/Office integrated productivity suite for the Department of the Air Force. The objective is to establish a pilot tenant program featuring secure collaborative platforms, zero trust security architectures, and robust enterprise integration and data portability tools to facilitate the migration of emails, files, and calendars from Microsoft Office 365.
